According to the four exchanges' own lists (checked 2026-10-22), Binance, OKX, Bybit and BingX all refuse service in Canada, Cuba, Iran, North Korea and Ukraine's Crimea, and all four global sites exclude the United States (OKX's wording is certain US jurisdictions plus all US territories). The differences are mostly in Asia: Hong Kong is on the OKX, Bybit and BingX lists, Singapore is on the Bybit and BingX lists, and Japan, India and Malaysia appear only on OKX's list. Binance has the shortest list. Indonesia is on none of them.
This comparison covers only the restricted regions each exchange publishes. It does not cover what local law says, and it leaves out Gate. Every exchange is linked to its official page with the update date shown on that page. The lists change without notice, so check the official page as it stands on the day you sign up or move. Licences and regulator registers are covered in crypto exchange licences by country.
Restricted regions side by side
"No service" means the official list excludes the place entirely. "Some products" means only certain products are restricted. "Not listed" means the list we read does not name the place, which does not mean local law allows it. Checked 2026-10-22.

Binance: the shortest list, and US citizenship counts
Binance's Terms of Use point to a separate list of prohibited countries. The English list (updated 2026-01-05) uses three kinds of wording. For the United States it covers anyone located, resident or established there, or holding US citizenship. For Canada and the Netherlands it covers anyone located, resident or established there. Cuba, North Korea, Iran, Crimea and the so-called Donetsk and Luhansk People's Republics are also based on location and residence. The terms add that if you travel to a listed place, the service may not work and access may be blocked.
Two caveats. First, when we opened the English list again on 2026-10-22, the countries only showed after the page loaded in a browser, so this article uses the version we read on 2026-10-18. The UK version of the same page (en-GB) still shows an older list dated 2024-02-27 that also names Syria. Second, a place missing from the list does not mean the global site offers everything there. In the EU, Binance stopped most services for EU residents from 2026-07-01; see crypto exchange licences by country. Regional platforms such as Binance.US and Binance TR are separate and not covered here.
OKX: two tiers, no service or some products restricted
The OKX Risk & Compliance Disclosure (updated 2026-07-08) splits restricted places into two tiers:
- No services at this time: Afghanistan, Canada, Cuba, Hong Kong, Iran, India, Japan, Malaysia, Nepal, North Korea, Syria, Crimea, the Donetsk and Luhansk regions of Ukraine, certain jurisdictions within the United States (including all US territories such as Puerto Rico, American Samoa, Guam, the Northern Mariana Islands and the US Virgin Islands), and Uzbekistan.
- Some products restricted: Australia (derivatives and CeFi-related services), the Bahamas (retail products), Brazil (derivatives and P2P), Eritrea (P2P), Russia (fiat payment services), South Korea (derivatives and P2P), and the United Kingdom (derivatives, CeFi and P2P).
OKX also runs regional entities in places such as the US, the European Economic Area and Australia, each with its own product range. What you can use depends on the entity you sign up with.
Bybit: the terms spell out what happens if you misstate your residence
Bybit Service Restricted Countries (updated 2026-10-16) cites Section 11.3 of the Bybit Platform Terms. The excluded jurisdictions are the United States, mainland China, Hong Kong, Singapore, Canada, North Korea, Cuba, Iran, Uzbekistan, Crimea (including Sevastopol) and the non-government controlled areas of Donetsk, Luhansk, Kherson and Zaporizhzhia, Sudan and Syria. Bybit's Dubai entity (Bybit Virtual Asset Platform Operator LLC) serves Dubai only. Bybit also does not serve anyone on the US, EU or UK sanctions lists, or persons in Seychelles (except international business companies incorporated under Seychelles' International Business Companies Act 2016).
Bybit states that if it finds you gave false representations of your location or place of residence, it may take appropriate action, including terminating the account immediately and liquidating any open positions.
The same page asks users to tell Bybit straight away if they become resident in an excluded jurisdiction.
BingX: residence or passport, either one counts
Section 3 of the BingX Disclaimer (updated 2023-12-11) lists the jurisdictions where BingX does not seek or accept customers, "including but not limited to": Afghanistan, Burundi, Cambodia, Canada, the Central African Republic, mainland China, Cuba, the Democratic Republic of the Congo, Hong Kong, Iran, Laos, Macau, Myanmar, the Netherlands, North Korea, Panama, Singapore, Somalia, the United Kingdom, the United States (including all US territories and minor outlying islands), and the Crimea, Donetsk and Luhansk regions of Ukraine. It also says the list may change and may vary from service to service.
Section 3 of the BingX User Agreement (updated 2026-09-02) requires that you are not "a resident or passport holder" of those places, so BingX casts a wider net than exchanges that look only at residence.
Indonesia: on no list, but local rules apply
Indonesia is not on any of the four lists. Crypto trading in Indonesia has been supervised by the Financial Services Authority (OJK) since 2025-01-10, and offshore platforms fall outside OJK supervision.
OJK's Satgas PASTI task force: crypto asset trading may only be carried out by parties that are registered and hold an official OJK licence. (OJK press release, 2026-06-22)
That release does not name any of the four exchanges. Rupiah deposit routes and the OJK register are covered in Indonesia IDR deposit channels.
Worked example: one person, four different answers
Take someone with a UK passport who lives in Indonesia and later moves to Hong Kong for work. Going through the official lists one by one:
- While living in Indonesia: none of the four lists Indonesia. But the BingX User Agreement excludes UK passport holders, so BingX is out even from Indonesia. OKX's UK restriction is about derivatives, CeFi and P2P in the UK as a place, and the UK is not on the Binance or Bybit lists.
- After moving to Hong Kong: OKX, Bybit and BingX all list Hong Kong as no service; Binance's list does not mention it. None of the four is on the Hong Kong SFC's list of licensed platforms dated 2026-10-16 (see crypto exchange licences by country). Under Bybit's terms, an existing Bybit user should tell Bybit about the move.
BingX looks at residence or passport, Binance also looks at US citizenship, and the OKX and Bybit lists are about location and residence. Different wording in the terms gives different results for the same person.
How to check before you sign up
Open the official list
use the four links above and look at the update date on the page, not a third-party summary.Check both residence and nationality
BingX counts residence or passport, Binance counts US citizenship. If you hold two passports or live abroad, check both.Look for product-level limits
OKX restricts only some products in places like the UK, South Korea and Brazil. Whether futures or P2P work for you is whatever the app shows after sign-up.Fill in KYC truthfully
your ID documents and residence should match reality. KYC rules for each exchange are in the crypto exchange KYC comparison.
What happens if you use a VPN or pick another country
The terms put the responsibility on you. Bybit says false representations can lead to account termination and liquidated positions. Binance says access may be blocked when you are in a listed place. BingX's agreement requires that you are not a resident or passport holder of a listed place. If a false residence is found, the account can be closed, positions can be liquidated, and funds can be held during the review. If your account is frozen or a withdrawal is stuck, see account frozen or withdrawal stuck.
Restricted regions and the rebate
A rebate comes only from trading fees. If the account cannot trade, there are no fees and no rebate. The OKX affiliate program rules (updated 2026-09-29) also say no commission is paid when the trader's country or region of residence is a non-commissionable one; OKX does not publish that list. We did not find a similar region list in the other three exchanges' referral terms.
Where you can use them, the rebates through Fee Otter are (2026-10-22):
- Binance: 40% (20% automatic rebate from the exchange + 20% extra rebate from Fee Otter), code FEEOTTER.
- OKX: 20% automatic rebate + exclusive rewards, code FEEOTTER; ask our support about exclusive OKX rewards and promotions.
- Bybit: 40% (all of it Fee Otter's extra rebate; Bybit has no automatic layer), code FEEOTTER.
- BingX: 45% (all paid automatically by BingX into your BingX account), code FEEOTTER, no UID binding with Fee Otter needed.
Check that where you live is not on the list first, then sign up with code FEEOTTER. Fee Otter's extra rebate is paid in USDT on BEP20, minimum 1 USDT, 0.015 USDT network fee. Fees and rebate details: Binance, OKX, Bybit, BingX.
