None of the global exchanges we checked accept a rupiah (IDR) bank transfer straight into your exchange account. People in Indonesia use three routes instead: P2P inside the exchange (Binance, Bybit, OKX and Bitget all had live USDT/IDR ads at about Rp17,900 per USDT on 2026-10-17), buying USDT on an OJK-licensed local exchange such as Indodax or Tokocrypto and withdrawing it to the global exchange, and third-party payment providers that take cards. The biggest cost is usually the deposit method, not the platform fee: at Indodax, a BCA Direct deposit is free and a GoPay deposit loses 2%.
Check the legal position before you pick a route. OJK allows crypto trading only by registered, licensed providers, and in June 2026 OJK's Satgas PASTI task force put global exchanges including Binance, Bybit, OKX, Bitget and MEXC on a list of entities submitted for blocking. This article sets out what OJK, the local exchanges and the global exchanges say on their official pages, plus P2P data we pulled from each exchange's public endpoints on 2026-10-17. It is not legal, tax or investment advice.
Quick answer
- P2P: you pay rupiah to an individual seller by bank or e-wallet, and the exchange holds the seller's USDT until the payment is confirmed. Bybit and Bitget say they charge no P2P fee; Binance says it may charge makers and takers.
- Local exchange → global exchange: deposit rupiah at Indodax or Tokocrypto, buy USDT, then withdraw it on-chain to your deposit address on the global exchange. USDT network withdrawal fees are shown only in the app, not in a public table.
- Cards and third parties: Bybit says fiat purchases are handled by third-party providers and the fee appears on the order page. Its official pages don't say whether rupiah is accepted.
- Legal status: OJK urges the public to trade only on platforms on its official list. 13 of the exchanges Fee Otter supports are on the June 2026 Satgas PASTI list; Pionex and Ourbit are not on it, but neither holds an OJK licence.
Legal status: what OJK says
OJK has supervised crypto assets since 10 January 2025, taking over from Bappebti. OJK's official "Daftar Penyelenggara Perdagangan Aset Keuangan Digital" as of 22 September 2026 (the newest version on OJK's page, checked 2026-10-17) lists 28 licensed digital financial asset traders (PAKD), among them Indodax, Tokocrypto, Pintu, Pluang, Reku, Upbit, BTSE.ID, Luno and PT Enkripsi Teknologi Handal (formerly NOBI, now operating as Bybit Indonesia).
Satgas PASTI press release SP 11/STPASTI/VI/2026 (22 June 2026) says the task force stopped the business of 228 illegal PAKD between January and May 2026. Its attachment is titled "Daftar Entitas PAKD yang Diajukan Pemblokiran" (entities submitted for blocking) and names the global entities of Binance, Bybit, OKX, Bitget, MEXC, Gate, KuCoin, HTX, BingX, Bitfinex, CoinW, WEEX and XT.COM. Pionex and Ourbit are not in it.
Satgas PASTI: crypto asset trading "hanya dapat dilakukan oleh pihak-pihak yang telah terdaftar dan memiliki izin resmi dari OJK" (can only be carried out by parties registered with and officially licensed by OJK). (OJK release, 22 June 2026)
What we could not find: an official Komdigi record of which domains were actually blocked and since when, and any official text saying an individual commits an offence by using an offshore exchange. The criminal penalties in UU P2SK that OJK quotes apply to unlicensed operators. For the public, OJK's word is "mengimbau" (urges): trade only on platforms on the official list, because platforms outside it are not supervised by OJK. Whether to use a global exchange is your decision; the risks are set out below.
Route 1: P2P on a global exchange
On P2P you buy USDT from another user. You transfer rupiah to the seller's bank account or e-wallet, and the seller releases the USDT the exchange has been holding. The table below comes from each exchange's public P2P endpoint on 2026-10-17 at about 15:45 UTC, for "buy USDT with IDR" ads. Prices and ad counts change by the minute.
| Exchange | Live ads | Best price | Example payment methods | P2P fee (official source) |
|---|---|---|---|---|
| Binance | 228 | Rp17,914 | Bank Transfer, BCA, Mandiri, BRI, SeaBank, Blu, Jago, DANA, OVO, GoPay, ShopeePay (28 IDR methods) | "may charge transaction fees from takers/makers"; check the order page |
| Bybit | 95 | Rp17,909 | Bank Transfer, BCA Mobile, Mandiri, BRI, BNI, SeaBank, Blu, Jago | Zero for buyer and seller |
| OKX | 87 | Rp17,930 | Bank, BCA, BRI, Mandiri, Jago, SeaBank, GoPay, OVO, ShopeePay, BI-FAST | No official fee page found |
| Bitget | 11 (first page) | Rp17,750–17,935 | Bank transfer, BCA, BRI, Mandiri, BNI, Jago, SeaBank, Blu, GoPay, OVO | Zero in all markets except NGN |
Fee sources: Introduction to Binance P2P Trading, Bybit's Fees That You Need to Know, Common Questions About Bitget P2P Trading, checked 2026-10-17. All three note that your bank or payment provider may charge its own fee. Order limits vary by ad: on the first page, minimums started at about Rp10,000 (Bitget), Rp100,000 (OKX), Rp150,000 (Bybit) and Rp300,000 (Binance), and many ads had minimums of Rp5–25 million.
Things to watch on P2P:
- Pay only inside an open order. Binance says the seller's crypto is automatically reserved in escrow when the order opens. A transfer outside the order is not covered by that.
- Tap "paid" only after the transfer has actually gone through, and keep the receipt for any appeal.
- Pay from an account in your own name, matching your KYC name, so the receipt is easy to match if there is an appeal.
- Read the price together with the limits. The cheapest ads often have high minimums, so for a small amount the price you can actually get may be higher.
Route 2: buy USDT on a licensed local exchange, then withdraw
This route keeps the rupiah leg on a platform that is on OJK's list. Once you have USDT, you withdraw it on-chain to your deposit address on the global exchange. Rupiah deposit fees at the two largest local exchanges:
| Deposit method | Indodax | Tokocrypto |
|---|---|---|
| Bank transfer | BCA Direct: free (min Rp100,000) | Not itemised on the fee page |
| Virtual account | Rp1,000–3,330 (Artha Graha Rp1,000, Mandiri and BRI Rp1,665, INA Rp2,000, BCA Rp3,330) | Not itemised on the fee page |
| QRIS | Free up to Rp100,000, 0.7% above | 2% |
| E-wallet | DANA and OVO 1.67%, ShopeePay 1.5%, GoPay 2% | 2% (GoPay, OVO, DANA, ShopeePay, LinkAja) |
| Rupiah withdrawal to bank | Rp10,000 (+Rp1,000 with SMS OTP) | Rp10,000 |
Sources: Details of Transaction Fees on INDODAX (edited 7 October 2026) and Tokocrypto Transaction Fee Details (updated 15 October 2026), checked 2026-10-17.
Tokocrypto's trading fee for buying with rupiah is 0.2222% (taker) or 0.1222% (maker), including the ICEx fee and 0% VAT. Selling to rupiah costs 0.4322% (taker) or 0.3322% (maker) in total, which includes 0.21% final income tax. Indodax says that from 1 October 2026 it is moving to all-in trading fees under CFX–KKI Joint Circular No. 001/2026, but the new numbers are on a separate page we did not retrieve, so we leave them out.
For USDT withdrawals, Indodax and Tokocrypto show the network fee only in the app when you pick a network; neither publishes a per-network table. Pick a network that the destination exchange's deposit page also supports. USDT withdrawal fees by network on the global exchanges are in our USDT withdrawal fee comparison.
The deposit method often costs more than the trading fee: depositing Rp10 million to Indodax by GoPay loses Rp200,000, by BCA Direct Rp0.
Route 3: cards and third-party providers
Bybit says "Buy Crypto" fees are charged by its service provider, depend on the currency and payment method, and are shown on the order page (Bybit fee page). The official pages we checked don't say whether rupiah is accepted or what IDR purchases cost. We also found no official Binance page on buying with a card in rupiah. If the option appears in your app, compare the USDT you would receive against the P2P price before paying.
Worked example: turning Rp10,000,000 into USDT
Say you want to turn Rp10,000,000 into USDT to trade futures on a global exchange. Using the 2026-10-17 data above:
| Route | Deposit cost | Platform fee | Notes |
|---|---|---|---|
| Bybit P2P, ad at Rp17,909 | Your bank's fee, if any | Rp0 | 10,000,000 ÷ 17,909 ≈ 558.38 USDT, straight into your Bybit account |
| Tokocrypto, QRIS deposit, taker buy | 2% = Rp200,000 | 0.2222% × Rp9,800,000 ≈ Rp21,776 | Plus the USDT network fee shown in the app |
| Indodax, BCA Direct deposit | Rp0 | New all-in fee, not on the fee page | Plus the USDT network fee shown in the app |
The deposit method and the gap in USDT prices between platforms make the biggest difference; the trading fee is small by comparison. We don't compare local USDT prices here because they move constantly; check the price on screen before you buy.
Once the money is in: trading fees become the largest cost
You deposit once. You pay trading fees every time you open and close a position. If you pay 100 USDT in trading fees a month, the rebate decides how much comes back:
| Exchange (has IDR P2P) | Fee Otter rebate | Back from 100 USDT of fees |
|---|---|---|
| Bitget | 50% (20% automatic exchange rebate + 30% extra rebate) | 50 USDT |
| Binance | 40% (20% automatic exchange rebate + 20% extra rebate) | 40 USDT |
| Bybit | 40% (all of it Fee Otter's extra rebate) | 40 USDT |
| OKX | 20% automatic rebate + exclusive rewards | 20 USDT |
Rates from Fee Otter's rate data, checked 2026-10-17. The automatic rebate is refunded by the exchange straight into your exchange account. Fee Otter's extra rebate is paid on-chain as USDT on BNB Smart Chain (BEP20), minimum 1 USDT per request, with a 0.015 USDT network fee that you bear. Rebates apply to trading fees only, not to deposit fees, P2P fees or funding. See automatic vs extra rebate and how fee rebates are settled.
Cashing out to rupiah
Reverse the route: sell USDT on P2P (the buyer pays you rupiah), or send USDT to your Indodax or Tokocrypto deposit address, sell it for rupiah and withdraw to your bank for Rp10,000. Selling crypto carries final income tax under PMK 50/2025: 0.21% on a licensed domestic platform (already in Tokocrypto's fee table) and 1% on a foreign platform. Details are in Indonesia crypto tax.
Before sending USDT to a local exchange, check which networks its deposit page supports; send on the wrong network and the funds may never arrive. Send a small test amount to any new address first.
Service regions
The restricted list in OKX's Risk and Compliance Disclosure (updated 8 July 2026, checked 2026-10-17) does not include Indonesia. An exchange's terms and the Indonesian regulator's view can differ: Indonesia missing from an exchange's restricted list does not mean the exchange is licensed in Indonesia. Bybit now has a licensed local entity, Bybit Indonesia, which is a separate platform from bybit.com. Licences by country are covered in crypto exchange licences by country.
Risks
Offshore platforms are not supervised by OJK, so OJK's consumer protection does not cover your account there. Domains or apps can be blocked at any time. On P2P your counterparty is an individual, and funds can be held while a dispute is handled. An on-chain transfer cannot be reversed once sent. Keep only the money you are actively trading on an exchange. If your account or a withdrawal is stuck, see account frozen or withdrawal stuck.
Anyone offering a "fast lane" outside the official P2P order, or asking you to pay a third-party account, is outside the exchange's escrow. Complete payment only inside an open order in the app.
